If Math is Conceptual and Not Physical – Then Whose Concept is it?

A comment from a listener summing up a Stephen Meyers video:

"If math is discovered, not invented… then it exists outside us. And if it’s conceptual, not physical… then whose concept is it?"

In other words, since we can discover math built into the fabric of the creation, and all minds see the same mathematical figures so that the numbers are irrefutable – this indicates an independent mind (outside of man's) was at work.
